Application of Residence Community Standards
Individual Responsibility
The Residence Community Standards outlined below apply to individual students.
Collective Responsibility
The Residence Community Standards outlined below apply to groups of students as much as they do individuals. These Community Standards can be applied to students in double rooms, floors, units, houses, buildings, phases, and apartments and fines and sanctions will be issued accordingly. If an individual steps forward and admits responsibility for the incident the the collective fine or sanction may be withdrawn and the student would be dealt with on an individual basis.

GROUP A OFFENCES
Actions by an individual(s) which interfere with the rights of other individual(s) to the enjoyment of his/her space or time in residence.
Normal range of Sanctions:
Warning letter, $50 Peace Bond and two demerit points, plus any repair or renewal costs associated with the incident(s).
Alcohol
Possession or consumption of alcohol in or from inappropriate containers. Students are not permitted to have in their possession or consume alcohol in or from bottles larger than 26 oz (750 mL), or beer/ale/malt liquor in or from any container larger than 355mL. Additionally, the brewing of any alcoholic beverages (beer, wine, etc.) within Residence is prohibited. Students are permitted to have only one 26oz (750 mL) bottle of wine/liquor/spirits or 24 cans/bottles of beer/ale/malt liquor (whether empty or full) in their possession at any time.
Monuments to Alcohol
Students may not store or display any type of of alcohol in windows, including empty bottles and cans. The storage of mass quantities or collection of empty alcohol containers is not permitted.
Animals in Residence
Students are not permitted to bring into or keep any non-human life forms other than plants and non-dangerous fish in appropriate bowls, containers or aquariums that are thiry (30) litres in volumes or less. Snakes, amphibians and reptiles are not permitted. Many students suffer from allergies and other animals have caused discomfort to people and/or facilities.
Cleanliness Standard
Students are required to maintain their rooms and living space in compliance with Provincial, Municipal or University regulations. For health reasons, food is to be stored in proper containers, garbage and recycling (including alcohol and beer bottles and cans) are to be removed and disposed of in appropriate designated locations regularly, and egress (exit) routes should not be impeded by personal belongings. At no time will excessively poor cleanliness standards be tolerated.
Improper Posting of Material
All postings within residence with the exception of personal space must be approved by Residence Administration or designate. All material must be posted on approved bulletin boards only.
Inappropriate Behaviour
Any behaviour which is deemed to be detrimental to person(s) or property.
Misuse of Telecommunications System
Students are prohibited from using their telecommunication system or permitting them to be used for the purpose of relaying inappropriate messages. Students are responsible for the use of their telecommunications systems at all times. Students will be held responsible for all messages sent from their telecommunications system.
Noise
Unacceptable and excessive noise is not permitted in residence. Residence students are expected to abide by the rules regarding acceptable noise levels and may be required to modify the use of an area in or around residence during quiet hours. They may include but is not limited to hockey rink/basketball courts, smoking areas, open spaces in and around residence. In general the following quiet hours are observed:
- Regular Quiet Hours
- Sunday to Thursday from 11:00 p.m. to 9:00 a.m.
- Friday and Saturday from 1:00 a.m. to 9:00 a.m.
- Exam Quiet Hours
- Daily (21 hours quiet)
- Normal noise level permitted between the hours of 6pm and 9pm
These guidelines are meant as the minimum standard, and any House may apply to increase their quiet hours. Noise levels at any time regardless of official quiet hours that impede a resident's ability to the reasonable pursuit of academics or to enjoy their living environment is not permitted. AN INDIVIDUAL'S RIGHT TO REASONABLE QUIET SUPERCEDES ANOTHER'S RIGHT TO MAKE NOISE. Students should be aware that this includes but is not limited to televisions, stereos, video games, computers, musical instruments, sub-woofers and bass.
Physically Active Games/Actions within Residence Buildings
Students are not permitted to participate in potentially destructive activities that may cause personal injuries and/or property damage. These include but are not limited to the use of roller blades, skateboards, scooters or cycles, water fights/guns/balloons, sports, etc.
Removal/Relocation/Elevation of Residence Property
Removing/relocating/elevating furniture from lounges, residence rooms, dining areas and all other areas is not permitted.
Removal of Items from Residence Cafeteria(s)
Any removal of items from the Residence Cafeteria must have prior approval from the Food Service Provider.
Responsibility for Guest's Behaviour
Hosts are responsible for the behaviour of their guests at all times. A guest is any non-resident of a specific building. It is the hosts' responsibility to inform their guests of Lakehead University Residence Community Standards. Failure to control the behaviour of guests in residence will result in the host being sanctioned by the normal range of sanctions for the offence committed by the guest.
Tampering with Screens/Windows/Doors
Any damages to or tampering with screen(s)/window(s)/door(s) are not permitted. Students will be held responsible for all associated costs with the repair/replacement of these items.
Throwing Material
Throwing, dropping or ejecting item(s) from, at or within any residence building or cafeteria.
Unauthorized Room Changes
Students must not change rooms without prior written consent from the Residence Life Coordinator or designate.
GROUP B OFFENCES
Actions by an individual(s) which creates a significant disturbance to an individual or community in residence.
Normal range of sanctions:
Warning letter, peace bond of $100 and 3 demerit points, plus repair/renewal costs associated with incident(s).
Alcohol
Students must abide by all Federal, Provincial and University laws and policies surrounding the use of alcohol. Alcohol may only be consumed in personal living spaces and is prohibited in all public areas including lounges, hallways, stairwells, washrooms, lobbies, foyers, patios and elevators.
Fire Exits
Students are not to use fire exits or in any way tamper with fire doors except in an emergency. This includes the propping of House entrance doors.
Fixtures
Tampering with building fixtures. This includes but is not limited to: running wires within or outside of residence including extension cords to a vehicle, fabricating structures, installation or modification to the residence facility, installing ceiling fans, air conditioners, major appliances (e.g. diswasher, washing machine, dryer), satellite dishes.
Inappropriate Behaviour
Any behaviour which is deemed to be detrimental to person(s) or property.
Inappropriate Entry to a Room
Entering another person's room or disturbing another resident's property without permission of the student is not permitted. Students must have written permission to enter another's room. Unauthorized entry for any reason including pranks/raids is prohibited.
Mass Consumption and Drinking Paraphernalia
Possession and/or consumption of 'common source' alcohol (e.g. kegs, mini kegs, beer balls, 'swish barrels' and other large containers of alcohol, etc.) and/or the participation in activities to promote mass consumption of alcohol/drinking games (e.g. funnels, beer bongs, century club, beer pong, etc.) is not permitted.
Meal Cards
The improper use or loaning of meal cards is prohibited.
Not Cooperating with Staff
Residents and guests are expected to cooperate with staff members. Misleading, not cooperating with, using abusive language towards and providing improper identification to university staff is strictly prohibited. Interfering with an official investigation is also not permitted.
Overnight Guest Policy
There are certain periods throughout the year when having overnight guests are not advisable. This is in order to limit the disturbances to students during these times. Any overnight guests during these periods must have written permission from Residence Administration at least 3 days in advance. These times include Residence Move-In/Orientation Week, December and April study and exam periods. The acceptable number of overnight guests per student room is two (2).
Pornography
Displaying or making available for viewing pornographic material in any common area or any interior area that can be seen from an open door or open window is prohibited (in accordance with Criminal Code of Canada Section 163). This may also constitute harassment.

It is the hosts' responsibility to inform their guests of Lakehead University Residence Community Standards. Failure to control the behaviour of guests in residence will result in the host being sanctioned by the normal range of sanctions for the offence committed by the guest.
Soliciting
Students may not operate a business or undergo commercial activities in or from residence.
Subletting
Improper use of Residence rooms for the purpose of subletting are prohibited.
Storage
Students may only store belongings in appropriate areas. Bikes must be stored in provided bike shelters, rooms, or racks and should be locked. All motor vehicles must be parked and stored in parking lots and areas only. The storage of any motorized vehicle in rooms, townhouses, or on patios is strictly prohibited. We do not provide storage for canoes or kayaks. Additionally, students in the townhouses are not permitted to store any items in the hot water heater rooms.
Use of Prohibited Appliances
Electrical or other cooking appliances, including but not limited to toasters, toaster ovens, hot plates, grills, microwaves, sandwich makers, etc., are permitted only in areas with approved kitchen facilities. The use of electric, gas or oil heaters is not allowed.
GROUP C OFFENCES
Actions by an individual(s) which: endanger the safety and security of themselves or other individual(s); and/or compromise personal or university property; compromise the integrity of an individual(s) and/or contravene the laws of the land.
Normal Range of Sanctions:
$100 fine and 6 demerit points (automatic Probation 1), plus any repair or renewal costs associated with the incident(s).
Alcohol
Students must abide by all Federal, Provincial and University laws and policies. No student who is under the legal drinking age of nineteen shall consume, possess, or be under the influence of alcohol.
Explosives
Explosives or flammable accelerants are not permitted in residence buildings. This may include but is not limited to: firecrackers, dynamite, propane tanks, camp stove fuel, naphtha, gasoline, diesel, etc.
Illegal Drugs
Students in residence are prohibited from being involved with trafficking, cultivating, possessing, using and consuming any illegal drugs anywhere in or around residence. Any student found in the presence of illegal drugs may result in criminal charges being laid against them. This includes drug paraphenalia.
Inappropriate Behaviour
Any behaviour which is deemed to be detrimental to person(s) or property.
Open Flames
Open flames are not permitted in residence. This includes but is not limited to incense, candles (including birthday), sparklers, lit matches, lit lighters, lanterns, etc.

Hosts are responsible for the behaviour of their guests at all times. A guest is any non-resident of a specific building. It is the hosts' responsibility to inform their guests of Lakehead University Residence Community Standards. Failure to control the behaviour of guests in residence will result in the host being sanctioned by the normal range of sanctions for the offence committed by the guest.
Restricted Areas
Students are prohibited from being in any restricted areas. These include but are not limited to the roof of any building, balconies, attics, window ledges, tunnels, offices, private yards, daycare property, maintenance areas, etc.
Smoking in a Non-Smoking Area
All areas on campus are non-smoking with the exception of designated smoking areas.
Willful Damage/Vandalism to University Property
Vandalism is defined as the willful or malicious destruction of property. Any vandalism directed towards an individual or individuals may also constitute harassment.
GROUP D OFFENCES
Actions by individual(s) which endanger the safety and security of themselves and/or another individual(s), contravene municipal, provincial or federal laws of the land, and/or significantly disrupt the University community.
Normal Range of Sanctions:
Minimum $200 fine, Probation 2 and/or eviction
Alcohol
Students must abide by all Federal, Provincial and University laws and policies. No student may purchase, supply, or provide alcohol to any person under the age of nineteen.
Criminal Code Offenses
Residence is not a sanctuary and any student who commits a criminal code offence will be dealt with accordingly.
Fire Equipment
Discharging, tampering with or operating any fire prevention (e.g. sprinkler) or detection equipment for any purpose other than in the case of a fire is strictly prohibited.
Harassment
Every individual has the right to an environment characterized by mutual respect. Every individual has the responsibilities to treat all members of the University community with respect and without harassment. Harassment is defined as any attention or conduct, whether it be oral, written, graphic or physical by an individual or group who knows or ought to reasonably know that such attention or conduct is unwelcome, unwanted, offensive or intimidating.

Violence
Violence or physical aggression will not be tolerated. Physical aggression is defined as violent or physically aggressive behaviour. These behaviours include but are not limited to hitting, punching, slapping, kicking, pushing, pulling, fighting, etc.
Weapons
Firearms and any other weapon or item that is created/intended to cause harm, or could be seen as intimidating, are strictly prohibited. Examples include but are not limited to: restricted weapons, knives with blades longer than six inches (kitchen knives excepted), paint ball guns, bb guns (including soft air), sling shots, bows/arrows, machetes, axes, hatchets, ceremonial or decorative swords, etc.
